Unlike most governmental programs, e-Government in the U.S. was broad based. The passion of e-Government practitioners IT¹ came about with the development of the Blueprint for e-Government PDF in 2000 and was faciliatated by the Council for Excellence in Government . Hundreds of individuals and organizations from the private sector, federal, state and community governments, NGOs, academia {363}, and researchers collaborated to produce the blueprint.
The final phase of any e-Government study examine the Return-on-Investment from implementing online services. The aim must be to determine a benchmark Return-on-Investment [or other suitable form of measurement] to be used as a guide to assist agencies in prospect assistance planning. Return-on-Investment will encompass not only financial returns, but also impacts for individual agencies, Administration more broadly and users of Government services.

Getting mankind back into the democratic action is a huge challenge. New e-Government technology will aid to empower people, encouraging them into and, strengthening the democratic process. I believe IT¹ is age to place e-democracy on the data age agenda and {845}, for governments to locate outside what they mean by e-democracy and how they intend to apply the ability of technology to strengthen democracy.
To some, e-Government might seem to be small more than an effort to expand the market of e-commerce from business to Government. Surely there is some truth in this.
e-Government is not just about putting services online. An integral element is about modernising our democratic and governance processes. This includes using technology to achieve higher quality communication processes between citizens and their elected representatives, improving the mechanism for consultation and implementing more modern voting practices.
